An excellent four star rated Council by the Audit Commission and a Beacon Authority, Tower Hamlets is one of five London boroughs which have been designated hosts for the 2012 Summer Olympics.
The Borough faces huge challenges over the coming years, with an increasing demand on Council services in an area where 54% of residents depend on welfare benefits at a time when the organisation is making difficult choices driven by the largest savings target in the council's history.
Consequently the Borough realised a need to recruit a senior individual who would work for the Chief Executive and the Corporate Director of Resources to provide strategic advice on the Council's transformation agenda and to implement a framework for the successful delivery of major programmes and sustainable change.
Following a rigorous search process, managed by Waterhouse Consulting Group, Jens Gemmel was appointed in October 2009. Jens specialises in the turnaround of major Business Transformation, Shared Services, Outsourcing and Cost Control initiatives. With a reputation for defining and measuring the success and performance of large scale programmes rather than just managing deliverables, he has been applying his knowledge gained in the private sector to shape the corporate priorities and transformation agendas of local government in order to achieve their ambitious savings targets over the coming years. |
